The scheme solves a connection problem

FILAS is not a general logistics equipment subsidy. It focuses on approved IT onboarding solutions that help logistics companies use public data platforms such as the Port Community System and HKIA Cargo Data Platform.

Check both company and solution eligibility

The applicant must be a non-listed Hong Kong enterprise with substantive third-party logistics operations connected to inbound or outbound trade. The selected product must also appear on the approved solution list for the relevant platform.

Map data readiness before procurement

List the data fields, existing transport or warehouse systems, security responsibilities and staff workflows that will connect to the platform. A listed solution still needs internal data owners, testing time and operational training to deliver value.
