Incu-App and Incu-Tech are useful historical labels, not the safest way to describe a new application. HKSTP currently presents a three-year general Incubation Programme for technology commercialisation and a four-year Incu-Bio programme.
The current programme
HKSTP describes general Incubation as a three-year commercialisation programme. Its published overview lists support of up to HK$1.29 million, access to facilities, mentors, professional services and market connections. Incu-Bio is a distinct four-year path for biomedical ventures.
The number that matters is not the headline ceiling but the support schedule attached to milestones. Ask which expenses are reimbursable, what evidence is required and when the company must maintain staffing or on-site commitments.
How to prepare
Build the application around three connected stories: the technical risk you are retiring, the customer process you understand, and the team capable of delivering the milestones. A product roadmap without interviews and a sales story without technical evidence both feel incomplete.
For overseas founders, Hong Kong incorporation and substantive local execution need attention early. HKSTP’s current page specifically directs overseas applicants toward Hong Kong business registration before admission.
